Export Table to Delimited File

This tool is the workhorse of the annual Highway Performance Monitoring System process.  It was created in 2009 to satisfy the FHWA online mechanisms for importing ASCII tabular data into the UPACS-based HPMS software.  Esri has since created their own version of this tool, but requires you to license their Roads and Highways desktop extension to have use of it.

Our tool is more functional than the Roads and Highways counterpart because it allows the user to freely format any of the available table fields into textual expressions that would make up the COMMENT field of an HPMS upload record – both section and summary records.  This is particularly helpful for shadow-loading metadata to UPACS to carry more information to UPACS than required by FHWA.

For example, the Ownership records call for type of government (city, town, county, tribal, etc.) by FHWA rules.  The actual government agency (Phoenix, Scottsdale, Tucson) can easily be shadow-loaded to the COMMENT field so that – if/when UPACS data is later downloaded for public use – greater granularity is available to external users than FHWA typically intended to provide out-of-box.

The tool also allows for in-line math, variable substitution, and even static values – a benefit for users who look for efficiency in processes.
