Break Range into Bins of Maximum Range Value

This tool will take a list of Routes or events and create shorter events if the same length – what we call "bins".

It is commonly used to create events for holding pavement performance characteristics for HPMS reporting.

Syntax:  BreakIntoSegmentsByMaxDeltaMeasure (Input_Features, Lower_Bound_Field, Upper_Bound_Field, Max_Delta, Output_Table, RouteID)
